The State Customs Service of Ukraine is testing a platform that allows monitoring of containers as they move through the logistics process, as well as, their supporting documents before the arrival in Ukraine. Thanks to TradeLens, the Ukrainian Customs has already sent a suspected overweight container for a more detailed inspection.
TradeLens is a collaboration between the Danish transport conglomerate Maersk and the US IT corporation IBM. TradeLens is used by more than 150 participants for visibility and collaboration of end to end container logistics. The TradeLens ecosystem includes more than 100 seaports and port operators, 20+ shipping carriers and intermodal operators, 10+ customs administrations and one of the leading international banking groups.
What will the pilot between Ukrainian Customs and TradeLens analyze?
- The ability to track online the logistics movements of each container, in near real-time. All members of the ecosystem have access to and can share information freely to permissioned parties.
- Enhanced risk assessment for containerized transportation. The State Customs Service will analyze transportation information from the moment transportation is booked at origin. This will increase the transparency, efficiency and security of container logistics.
- Ukrainian Customs will utilize blockchain enabled compliance functionality for high risk cargo identification and assessment, and at the same time, identify options for accelerated customs controls at ports for low-risk cargoes.
- The ability for customs clearance of maritime cargo to become more transparent.
What can Ukraine take advantage of now, during the testing of the blockchain platform?
- Customs, with its access to this blockchain platform, is exploring modern technological solutions in the field of container logistics.
- TradeLens direct connections with supply chain participants allows permissioned participants to monitor the status of each container in near real-time. The Shipper, Consignee and customs authorities (in both the country of departure and destination) have exceptional visibility in the cargo handling processes.
- Customs will evaluate containers for closer inspection, based on TradeLens data, compliance checks and risk assessment procedures.
The blockchain platform is now being tested by the headquarters of Ukrainian Customs, and will soon be accessed by customs offices located at ports of entry. The TradeLens platform pilot project is planned for the next 12 months.
